Abstract

In Colombia the provision of public services is at the head of the State, who must guarantee the provision of the service, through companies in charge of it, these companies can be public, private or mixed, or organized community, in any case it is sought that It is a third party who performs this service and is not the State directly, since that power is given only in those cases where it is not possible to do so through the authorized third party.
