Abstract
e history of participatory democracy in Medellin has been linked, in recent years, to Medellin's Local Planning and Participatory Budgeting process It is currently regulated by Agreement 28 and Decree 697 of 2017. is process arises from several citizen initiatives, which have been channeled in different
ways by the municipal administration and managed by the community. However, the process has not only been the result of the democratic will of mandataries or the demand of social organizations. It is rather a series of overlaps between one and the other, which today have new challenges and difficulties, which go through the technical advantages of planning, such as having a binding long-term instrument as Local Development Plans and political difficulties of the instrumentalization of participation for the benefit of the State or contractors
