Victims are a category that has been constructed from other sciences, such as criminology. It evidences the condition of manifest weakness, the lack of protection, the suffering, and the dire consequences to which the person, who suffers from the direct or indirect attack of the aggressor, is subjected, by being aware or not of the damage caused by the latter on the assaulted being. This condition can overlap from criminal law to civil law, without losing the very essence of the category, by means of a human rights approach to achieve the recognition of the condition of “Victim of development” to all those individuals, who are in a state of manifest weakness, vis-à-vis States, companies, or individuals who, in their dominant position, impose forced displacement, through the declaration of public utility or social interest, the extinction of domain, or legal purchase conditions, which do not recognize economic and psychological compensation generated by the damage to health, the life project, the economic project, networks, and the habitat of the inhabitants of the intervened places.
